Inside the Morocco 2027 Finance Bill: Can Income Tax Reform and a Fuel Windfall Tax Spark a Middle-Class Consumption Boom?

Morocco 2027 Finance Bill

The Moroccan government on Saturday officially announced the Morocco 2027 Finance Bill Tax reforms, which is the most radical income tax reform the country has witnessed in decades. The draft legislation skilfully focuses on the purchasing power of the homes, while also including a severe windfall tax for big energy companies.

There is a straight-forward economic objective. The dual-pronged fiscal push is expected to boost billions of dirhams of spending in the domestic market and create a big middle-class spending spree.

Sweeping Income Tax Reform Details

The government will be hiking the personal income tax exemption rate to MAD 60,000 annually from MAD 40,000 as per the latest drafts of the legislation, reported Hespress English. Also, from January 2027, all net salaries that are less than MAD 10,000 will be exempt from taxes.

The bill also provides for a multi-year tax cut to reduce the income tax rate on the highest marginal income bracket from 37% to 30% by 2031. The Ministry of economy and finances estimated the impact on the state treasury of these immediate reform of the income tax to be about MAD 5.5 billion in 2027 alone.

The draft budget is a robust budget with significant investment in critical social sectors along with the tax cuts. The state will allocate an additional MAD 3 billion, making it a total of MAD 45.4 billion, for healthcare. This huge investment will be used for the establishment of new medical infrastructure and to create 8000 new jobs in healthcare.

Moreover, a huge youth inclusion initiative was announced by the Government for the period 2027-2031. Planners provided around MAD 6 billion to be used for expansion of vocational training, support young entrepreneurs and provide direct jobs. In the forthcoming days, the Moroccan House of Representatives will have an intense debate on these key measures.

The state will also increase the minimum monthly pension to MAD 1 700 on top of the people who are already receiving the pension, directly affecting more than 500 000 people. The government also announced it would pay the entire household electricity bills for electricity bills up to MAD 100.

Funding Relief with a Fuel Windfall Tax – Morocco 2027 Finance Bill Tax Reforms

In order to compensate for these huge tax reductions, the government is specifically targeting corporate energy profits. The targeted windfall tax on the imports and distribution of hydrocarbons in the Morocco 2027 Finance Bill is 40%.

This higher rate of corporate tax is only imposed on companies with net profits for the last financial year of more than MAD 100 million. This measure does not directly impact consumers’ pump prices, but it has been known to affect the prices of retail fuel products and is being monitored by the economic analysts.

Easing Import Costs to Drive a Middle-Class Consumption Boom

The proposed bill is huge new tax exemptions for adding value (VAT) in order to counteract the rising prices in the grocery business. The state will also eliminate VAT on live cattle, sheep, goats, camels, and certain meat products imported from overseas, Barlaman Today reports.

In addition, the state has allocated a sum of MAD 1 billion for the purpose of limiting the prices of basic items of the household bill and stabilising the local food supply.

Finally, the successful implementation of the Morocco 2027 Finance Bill will heavily rely on market dynamics. With the aggressive income tax reform likely to lead to more retail spending, and the fuel windfall tax likely to provide enough state revenue, Morocco is well on its way to produce a middle-class spending spree of some kind during the coming fiscal year. Tax brackets for citizens can be found with the official tax brackets of the Direction Générale des Impôts (DGI).
