How to Register a Small Business (Auto-Entrepreneur) in Morocco

The auto-entrepreneur regime, created under Law No. 114-13 of 2015, allows people to run a small business under their own name without creating a separate legal company. Who May Apply

The status is open to any natural person of legal working age, Moroccan or foreign resident holding a valid long-term residence permit. – The activity must not be a regulated profession (e.g. medicine, law, notarial services, architecture or accounting) excluded from the regime; – The applicants must not already be registered in the trade register for a similar activity. One may also be an auto-entrepreneur and be paid for work, as long as the business is different from the employer’s business and does not take place during paid working hours.

Turnover Limits to Remember

To maintain the auto-entrepreneur status, the annual turnover should not exceed the fixed ceilings, which are generally MAD 500,000 for commercial, industrial or craft activities, and MAD 200,000 for service-based activities. In normal cases, exceeding these limits for two consecutive years leads to an automatic transition to a regular tax regime, with more complicated accounting obligations. Be aware that, if you invoice a client for more than MAD 80,000 in a year, the excess may be subject to a withholding tax by the client.

Step-by-Step Registration Process

The registration starts with a preliminary registration on the official portal of the National Register of Auto-Entrepreneurs at the address: ae.gov.ma. Applicants complete an account with a valid email address, and supply personal identification details and description of intended business activity and location. Then, the applicant has to complete the file at one of Barid Al-Maghrib’s branches, responsible for the auto-entrepreneur system on behalf of the state, by submitting supporting documents such as a national ID card or residency permit.

Commonly Needed Documents

Applicants generally need a valid Moroccan national ID card, or a long-term residence permit if a foreign resident, proof of address and passport-sized photographs. If the applicant is using a brand name rather than a personal name, the applicant must first verify the name’s availability with OMPIC, the Moroccan industrial property office, and collect a negative certificate if required.

Processing Time and Next Steps

Processing is usually quick once the entire file has been submitted, with confirmation typically provided within 1-2 business days. Barid Al-Maghrib then sends the official auto-entrepreneur card, which proves the holder’s status to clients and suppliers, typically within one to two weeks. All invoices issued must quote the registration number shown on this card.

Tax & Reporting Obligations

Auto-entrepreneurs are taxed at a flat rate on turnover, not on standard income tax. This is usually around 0.5 percent for commercial, industrial and craft activities and 1 percent for services, but you should check the exact rates on the official portal as these figures can be revised through annual finance legislation. Auto-entrepreneurs are exempt from value-added tax and business tax for the first few years of operation, and have to file quarterly turnover declarations, even if turnover is zero, because repeated non-filing can lead to automatic deregistration.
