The Houthi group this week announced a maritime ban on Saudi-linked shipping, citing what it described as Riyadh’s prolonged blockade of areas under Houthi control, and said it had carried out an operation targeting two Saudi oil tankers in the Red Sea. UN envoy Hans Grundberg said he was alarmed by the resumption of attacks by the Houthis, known as Ansar Allah, on commercial vessels, and called for talks to resolve the country’s crisis. The disruption has already reshaped shipping routes through one of the world’s most sensitive waterways.
Impact on Global Shipping and Oil Markets
The maritime campaign has forced at least five tankers to change course to avoid the Bab al-Mandeb Strait off Yemen’s coast, and the disruption has helped push Brent crude prices above $100 a barrel. The strait sits along one of the busiest energy and cargo corridors on earth, and it has become an even more critical route as conflict elsewhere in the region has disrupted flows through the Strait of Hormuz this year.
UN Envoy’s Warning
Grundberg framed the moment as a fork in the road for Yemen. He warned that escalatory actions risk putting Yemen on a path toward further confrontation, drawing the country deeper into an already volatile regional environment and deepening the suffering of the Yemeni people. At the same time, he stressed that his priority remains preserving the gains made under the 2022 UN-brokered truce and creating room for an inclusive political process, arguing that it is still possible to change course toward negotiations.
A Fragile, Long-Running Conflict
Yemen’s civil war has ground on for nearly 12 years since the Houthis seized the capital Sanaa in 2014, pushing the internationally recognised government to Aden and drawing in a Saudi-led coalition. The truce that has held since 2022 has never been formalised into a lasting settlement, leaving the country vulnerable to exactly this kind of shock. Grundberg has previously told the Security Council that nearly three years of regional shockwaves have complicated prospects for the Yemeni peace process, and diplomats have struggled to get the two sides back to the table.
Humanitarian Toll Keeps Climbing
The renewed violence lands on top of an already severe crisis. The UN estimates that 22 million Yemenis need aid this year, with 18.3 million suffering acute food insecurity. More than 2 million children are acutely malnourished, and the UN’s humanitarian response plan for Yemen, which seeks $2.16 billion to reach 12 million people, was only 19 per cent funded as of late July.
Divided International Response
The Security Council remains split on how to respond. France, the UK, and the US have pushed to tighten the Yemen sanctions regime against the Houthis, arguing the group is obstructing a political process and fostering instability, while China and Russia have warned that expanding sanctions would escalate tensions and undermine chances of a negotiated settlement.
For now, Grundberg’s message is that the window for diplomacy has not fully closed, but each new attack narrows it. Whether Riyadh, the Houthis, and Yemen’s internationally recognised government return to talks in the coming weeks may determine whether the 2022 truce survives at all.
