Egypt, Algeria, and Tunisia Issue Joint Algiers Communiqué Pushing for Simultaneous Elections in Libya

simultaneous elections in Libya

North Africa’s regional diplomats have officially ratcheted up their quest for political stability in the region. Foreign ministers of the Egypt Algeria Tunisia summit on Sunday, October 25, 2026, adopted a Joint Algiers Communiqué.

Presidential and parliamentary simultaneous elections in Libya are called for in the diplomatic declaration, while the elections are to be held as soon as possible. The joint statement calls on both rival political groups in Libya to focus on the country’s “higher national interest” to end the stalled political deadlock which has plagued the country for years.

The foreign ministers of the three countries held a high-level trilateral talks in the Algerian capital. The three neighbours in a joint statement by the Algerian Ministry of Foreign Affairs said that the final political solution must be led by Libya.

The Egyptian Ministry of Foreign Affairs has explained that this political roadmap has to be massively coordinated with the United Nations. The foreign ministers formally declared Tunis to host next summit, to keep the pressure on the Libyan stakeholders, directly.

Demanding the Withdrawal of Foreign Forces

In addition to the internal electoral process, the Joint Algiers Communiqué was also concerned with pressing security problems on the cross-border. The three countries all voiced a single call for the withdrawal of foreign forces, foreign fighters and mercenaries from Libyan territory immediately and once and for all.

Libya’s ongoing instability threatens its neighbours with serious common security challenges. The participating ministers emphasised the need to secure Libya’s borders which is an immediate prerequisite to maintaining its sovereignty and territorial integrity, Ahram Online reported.

The trilateral coordination mechanism was previously revived in Cairo in May 2025 and a meeting took place in January 2026 for follow-up discussions. In doing so, the neighbouring States have vowed to stop renewed armed conflict and the proliferation of armed militia groups in the Sahel and Maghreb in perpetuity, in a way that builds on this framework.

Paving the Way for Simultaneous Elections in Libya

This now places a whole burden on achieving an internal consensus within Libya. The ultimate success of progress will hinge on the ability of the rival and fragmented authorities in Libya to complete complicated elections arrangements and bring together parallel institutions of the state.

The United Nations Support Mission in Libya (UNSMIL) has repeatedly cautioned national elections delay will further destabilize the region and give the chance for unlicensed armed factions to flourish. The three neighboring countries are directly supporting the UN’s plan for the comprehensive roadmap for interim governance, resources and constitutional reforms.

The Tunisian Ministry of Foreign Affairs announced that it is fully prepared to facilitate the next discussions, following up to the talks. Determining the venue and date of the next regional meeting provides a definite date and venue for the next round of diplomacy, avoiding precious diplomatic time being squandered over continuing domestic disagreements.

Overall, this Joint Algiers Communiqué is a very clear and concerted message from local actors and international stakeholders. The summit alliance between Egypt, Algeria and Tunisia, which has called for simultaneous elections in Libya and is planning to Tunis to host next summitis making a political solution to the Libyan crisis a necessity.
