Syria-Saudi Trade Cooperation Accelerates as Customs Digitisation Overhauls Regional Shipping
This weekend, as Middle East economic relations hit a turning point. High-ranking officials from the Saudi and Damascus governments on Sunday agreed to jointly elevate Syria-Saudi trade cooperation to a permanent level.
The agreement was sealed in Riyadh during a Saudi-Syrian Roundtable by Saudi Minister of Investment Khalid Al-Falih and Syrian Minister of Economy and Industry Dr Mohammad Nidal Al-Shaar.
One of the key principles of the recently ratified treaty is the complete digitisation of customs processes at the borders as a priority. The two governments plan to go beyond reducing the historic logistical sector’s burden of paperwork and welcome a permanent shift to a unified digital border framework.
Overhauling Regional Shipping and Logistics
The Levant-Gulf land freight corridor has been plagued for years with complex compliance and poorly coordinated frontiers that have resulted in excessive delays.
The Saudi Ministry of Investment (MISA) policy guidelines call for easing these customs and administrative processes to be a prerequisite for ensuring safe investment flow and smooth cargo movement.
Truck fleets and maritime carriers can access advanced electronic clearance systems with the implementation of custom digitisation. Through the submission of cargo manifests, origin certificates, and inspection data to regulatory portals ahead of the cargo’s arrival at the border, transport companies can easily avoid days stuck in line waiting for the cargo to arrive.
In Saudi Arabia, the Zakat, Tax and Customs Authority (ZATCA) is likely to spearhead the technical integration process on the GSA side, making it possible for the Saudi side to safely connect with the strong Saudi digital infrastructure system and ensuring that the exporters from Syria can easily interface with it.
Unlocking Massive Cross-Border Commercial Movement
This regulatory shake-up is directly geared towards a large amount of private sector investment.
The Riyadh roundtable comes on the heels of a previous investment forum that created 47 joint projects worth more than $6.4 billion (24 billion Saudi Riyals), according to the Saudi Press Agency (SPA). They are development projects in the critical areas such as renewable energy, digital telecommunications, and heavy industrial manufacturing.
If these aren’t modernized border protocols, there would be unsustainable delays in delivering the heavy machinery and construction materials needed for these sectors. So it’s essential that both governments have seamless regional shipping in place if they are to make it work.
GCC Business Watch trade analysts say most of the bilateral trade volume already jumped 80% year-on-year in January of this year and elimination of physical hassle at the border is expected to drive commercial traffic to a 13-year high.
Meanwhile, both nations are pushing forward complementary transport cooperation for the expected increase in freight transport and are simultaneously working on developing the physical road and rail transport infrastructure to accommodate the projected growth in freight transport, state media from the Syrian Arab News Agency (SANA) said.
In the end, the step towards electronic clearance shows that the two governments are keen on making tangible economic revival. Through their new diplomatic initiative, the digitisation of customs processes, the Syria-Saudi trade cooperation will set a new standard for cross-border commercial movement in the Arab world in terms of speed, security and volume.
