During a press conference in Doha Fidan emphasized that the four nations have already begun talks to take joint action. He also noted that the government of Syria has agreed to take responsibility for IS prisoners.

The U.S. has supported the Kurdish-led Syrian Democratic Forces for years, as they played a key role in fighting IS. Turkey opposes this alliance and claims the SDF is linked to the outlawed Kurdistan Workers’ Party (PKK).

Turkey has increasing military pressure on Kurdish forces in Syria and northern Iraq. The U.S. currently has around 2,000 troops in Syria.
