Turkey Under Spotlight with Highest Number of Unresolved Cases at European Rights Court
Turkey is the country with the largest case count in 2024 accounting for almost a third of the European Court of Human Rights (ECtHR) caseload with about 21,600 pending cases, according to the court’s data.
Five nations are involved in about three quarters of the court’s pending applications. With 35.8% of all applications, Turkey is at the top of the list. Russia comes in second with over 8,150 applications followed by Ukraine (7,700), Romania (3,850) and Greece (2,600).
After overtaking Russia as the country with the most cases in 2022, Turkey continued to hold this position in 2024. Because of its war on Ukraine, Russia was kicked out of the Council of Europe in March 2022. Russia stopped being a party to the European Convention on Human Rights in September 2022. Russian applications submitted before September 16th 2022 are being reviewed by the ECtHR.
Throughout 2024, the court rendered decisions on about 36,819 applications. According to the data, the number of outstanding applications decreased by 8% to about 60,350 at the end of 2024 from 68,450 at the end of 2023.
Furthermore, 67 out of the 73 adjudicated cases from Turkey had at least one infringement on violations of the European Convention on Human Rights (ECHR) by article and state. Thirteen of those involved violations of the right to respect for private and family life, six involved violations of the right to freedom of assembly and association, fifteen involved violations of the right to freedom of speech and nineteen involved violations of the right to liberty and security.
The data also revealed that the number of friendly settlements in Turkish applications decreased from three in 2023 to one in 2024.
