During the weekend, Prime Minister Mostafa Madbouly officially announced at the closing session of the Egypt Forum 2026, the State’s goal of increasing the minimum monthly wage for public sector workers to EGP 15,000. The conference of the 12 key ministers and private investors was attended by the main ministers and private investors as they looked at economic development over the last 12 years and agreed on priorities for the next three years.

The government will implement this EGP 15,000 threshold completely by the end of the fiscal year 2029/2030, Ahram Online reports over the official timeline. The decision is a bold increase of 87.5% from the current minimum wage of EGP 8 set a few months ago in July 2026.

Accelerated Timelines for the Education and Medical Sectors

The EGP 15,000 is the public sector’s target by 2025, but for some occupations, this target will be reached sooner.

The government’s policy is calculated to achieve the EGP 15,000 minimum rate for teachers’ salaries in only two years, according to the analysis of the policy by Enterprise AM. Moreover, the allowances for medical workers will be increased by at least 50% by 2030 to curb brain drain and keep critical medical workers in the country.

The overall economic plan also includes increasing wages by at least 50% of the average wage of all state employees during the same time period.

In order to fund these “aggressive” payroll growth without putting a strain on the middle class, the government explicitly declared that it will not create new tax obligations. This targeted state workers’ pay increase is at the heart of a broader national restructuring programme to revamp domestic production and raise the standard of living for civilians.

In the long discussion of the summit held in the New Capital, financial authorities confirmed that in general, spending on direct services to citizens will be sharply increased. The state will raise this important service budget to unprecedented level of EGP 4.8 trillion by FY 2029/30.

The Ministry of Finance will have to begin to effectively implement these progressive increments in the 2016/17 budgets. In addition, the National Wages Council tends to rely on public-sector wage increases as it determines minimum wage floors in the private sector, which will have an impact on the entire Egyptian labor market.

In the end, the minimum wage hike by the Egyptian government in the public sector is a clear indication of a change in the government’s fiscal policy. The Government’s goal is to permanently secure the purchasing power of households by signing a contract for an EGP 15,000 baseline by 2030, and thereby re-establish consumer trust and offers economic relief to millions of state employees.
