GCC citizens allowed to enter Qatar without Hayya card
For non-ticket holders of the FIFA World Cup 2022, GCC citizens and residents can now enter Qatar without Hayya cards as of Tuesday, December 6, according to Qatar News Agency Qana.
As of today, Tuesday, December 6, they can enter the nation through its airports, according to the Ministry of Interior.
Beginning on Thursday, December 8, motorists wishing to enter the nation through land borders will be permitted. However, they are required to submit an entry permit application through the ministry’s website 12 hours before they depart. Entry permits are free of charge.

To allow supporters to take in the football mania of the knockout stages, Qatar has altered the admittance requirements.
On game days, ticket holders receive free access to the metro and bus services, as well as entry into Qatar and the stadiums, thanks to the Hayya card, which doubles as a fan ID.
