Morocco’s Government Council Approves 2027 Finance Bill No. 60.26 Ahead of Parliamentary Confidence Vote

Morocco Finance Bill 2027

On Tuesday, October 20, the Government Council approves draft finance bill legislation which will determine the economic course of the coming year. Head of Government Fatima Ezzahra El Mansouri presided over the council, which in Rabat, officially ratified Morocco Finance Bill 2027 No 60.26.

During the executive session Minister of Economy and Finance Fouzi Lekjaa gave a detailed overview of the key budget allocations. After the meeting, the official confirmation of the adoption of the bill was made by the Government Spokesperson Samir Belfqih to national media.

The act will be the biggest financial challenge for El Mansouri’s four-party government.

Funding the “Social State” and Territorial Development

The 2027 budget is clearly for the administration’s wide-ranging socio-economic commitments. The proposed law includes a huge MAD 25 billion, dedicated solely to territorial development, according to Morocco World News.

Additionally, the bill also has an undue emphasis on the “Social State” system consolidation. It sets out the urgent structural changes needed in domestic markets, prioritizing the need to speed up public health and education reforms, and boosting direct social assistance to vulnerable households.

The administration also laid great emphasis on investments in job creation to encourage the development of the private sector, while strictly maintaining national macroeconomic stability, executive briefings report in the Hespress English website. The Ministry of Economy and Finance anticipates that these measures will help to directly address youth unemployment and stave off cost of living increases on the eve of the 2030 World Cup.

Moving Toward the Parliamentary Confidence Vote – Morocco Finance Bill 2027

With the executive’s approval, Morocco 2027 Finance Bill No 60.26 is now going to be officially presented in both chambers of the Moroccan Parliament.

This week, lawmakers will start in-depth committee-level and plenary discussions. The government is under heavy pressure to speed up its passage with a view to ensuring the continuity of operations as reported by regional media, such as Fes News Media.

The parliamentary confidence vote is the last test for El Mansouri’s cabinet. The ruling coalition has a strong majority of 207 seats, so analysts believe that the budget will pass. But opposition groups are very likely to challenge the financing of the new MAD 25 billion territorial development projects and the associated increase in the national deficit by Fouzi Lekjaa.

At the end of the day, as the Government Council approves draft finance bill today, the state will guarantee that its key infrastructure and social reform programs will be financed fully into 2027.
