Somalia–Uganda Visa Update: What Diplomatic and Service Passport Holders Need to Know

Somalia Uganda visa update

A significant change in the Somalia Uganda visa update was announced by the governments of Somalia and Uganda on Wednesday, 21st October 2026. The two East African countries will now grant free visas to all diplomatic and service passport holders, official diplomatic briefings said.

All the previous administrative barriers, processing times and fees for government officials, military delegates and diplomats between the two countries are lifted with this comprehensive shift in policy.

Simplifying Official Travel

As part of the agreement, the Somali and Ugandan officials can just present their valid diplomatic and service passports at the designated ports of entry. At the immigration points at the airports such as the Aden Adde International Airport in Mogadishu and the Entebbe International Airport in Uganda, entry visas will be issued immediately and free of charge.

Diplomatic statements made by Dawan Africa said that this is a mutual exemption, which applies strictly to those travelling on official state business. All tourists and business passport holders will continue to have to apply for a visa and pay entry fees as regular citizens.

The agreement represents a big step forward in regional integration in East Africa. Authorities are seeking to enhance political and economic cooperation through the ease of diplomatic travel.

Roots in the Somalia-Uganda Joint Permanent Commission

Wednesday’s implementation comes from hard work that occurred a year ago. Under the waiver, an immigration management memorandum of understanding (MoU) signed at the second session of the Somalia-Uganda Joint Permanent Commission is now in effect.

According to the Uganda Ministry of Foreign Affairs, the original Kampala signature of the foundational MoU was on 8th October 2025. The main instrument for the coordination of defense, trade and border security policies between the two capitals is this commission.

Uganda is one of the most active continental partners of Somalia. The Uganda People’s Defence Force (UPDF) has been a major part of African Union’s peacekeeping operations in Somalia, where they have been fighting together with Somali National Army (SNA) to secure the country for over a decade.

Military commanders, defense ministers and high level envoys are always on the move between the two capitals and if they are given free visas on arrival, they will experience a massive reduction in the bureaucratic hurdles.

A Broader Push for Passport Power

This deal comes as part of a larger project by Mogadishu to raise the international profile of the Somali passport.

One of the ways Somalia can gain more sovereignty and become more integrated into the East African Community (EAC) is by ensuring that its official envoys are granted visa waivers, as reported by Somali Magazine. Also, Somalia was able to secure a similar visa-free travel agreement for diplomats from Azerbaijan in meetings held in Kampala last year.

In the end, this Somalia-Uganda visa update represents an age of sophisticated and efficient diplomacy. The new immigration management process will help to facilitate key regional security talks without administrative delays as diplomatic and service passport holders start using the streamlined system this week.
