Saudi Arabia Launches Fresh Nationwide Sweep, Arrests 14,000 for Residency Violations

The Ministry of Interior of Saudi Arabia said it arrested 14,154 people in a new nationwide sweep against violations of residency, labour and border security laws, continuing the Kingdom’s efforts to enforce immigration and employment regulations. The campaign was carried out from July 23 to July 29 through joint inspection operations by several government agencies.
Breakdown Of Arrests
The ministry said that of 14,154 violators arrested during the week, 7,103 were accused of breaching residency regulations, 3,654 for border security offences and 3,397 for labour law violations. The figures are indicative of the ongoing level of enforcement activity that Saudi authorities have carried out on an almost weekly basis throughout the year as part of an ongoing campaign against undocumented residency and illegal employment.
Border crossings are illegal
Also, border authorities arrested 1,418 individuals who tried to enter the Kingdom illegally during the week. The ministry did not provide the full nationality breakdown for this specific week, but in previous weekly reports, the majority of those caught crossing illegally have been Yemeni and Ethiopian nationals. Separately, 23 persons were arrested for attempting to leave the Kingdom illegally, and 17 persons were detained for involvement in transporting, sheltering or employing violators.
The mass deportations continue
Alongside the arrests, the Saudi authorities also deported more than 12,600 expatriates over the same week, showing the swiftness with which the Kingdom is dealing with and expelling those who are in violation of its residency and labour regulations. Thousands more are in various stages of legal processes, with cases moving through processes which include referral to diplomatic missions for travel documentation, and the finalisation of travel arrangements in advance of deportation.
Penalties for Violators and Facilitators
The Ministry of Interior emphasised that violations of residency, labour and border security are major crimes in Saudi law. Those convicted of aiding violators, including by providing them transportation, shelter or jobs, could face up to 15 years in prison and fines of up to SR1 million (about $266,000). Authorities also warned that vehicles and properties of violators used to shelter them may be confiscated as part of enforcement actions.
Part of a Long-Term Campaign
The latest sweep was the follow-up to a similar operation the previous week, July 16-22, in which authorities arrested 14,970 violators, including 7,437 for residency-law violations, 3,991 for violations of border security and 3,542 for labour-law offences. These weekly figures are consistent, typically ranging from around 11,000 to more than 20,000 arrests depending on the period, which suggests an enforcement drive that has been largely uninterrupted throughout 2026 as Saudi Arabia continues its efforts to regulate its expatriate workforce and secure its borders.
How to Report Violations
The Ministry of Interior has called on the public to report any suspected violations through official emergency channels, which include calling 911 in the Makkah, Riyadh and Eastern regions or 999 and 996 in the rest of the Kingdom. Along with the coordinated field operations from the security and labour agencies, officials have made cooperation with the public a cornerstone of the current enforcement strategy.
What this means going forward
Saudi Arabia’s crackdown, with enforcement campaigns continuing on a near-weekly basis, is likely to continue to be a major factor for the millions of expatriate workers living and working in the Kingdom, especially those without full documentation. The ongoing pace of arrests and deportations is likely to keep the issue of labour migration and documentation compliance in focus in the months ahead for several South Asian countries with large expatriate populations in Saudi Arabia.
