Morocco 2027 Budget Proposal: MAD 600 Monthly Direct Assistance and Higher Education Spending Explained

Morocco 2027 budget

Formal debates on the Morocco 2027 budget proposal take place this week as political blocs agree to give the Moroccan Parliament sweeping economic reforms the floor. After a few hours of sitting in Parliament on Tuesday and Wednesday, the government officials have announced strict new fiscal priorities which have adopted all the aspects of household purchasing power and institutional development.

The key element in the new Morocco Finance Bill is a massive increase in the country’s welfare system. The government will increase the minimum MAD 600 monthly direct assistance payments from the current MAD 500 from January 1, 2027.

State will progressively raise this basic direct social assistance to MAD 1,000 by 2031, said Minister Delegate for the Budget Faouzi Lekjaa. This is the immediate adjustment for 2027 which is estimated to cost the state treasury around MAD 3 billion.

Overhauling Eligibility for Direct Social Assistance – Morocco 2027 budget

In order to provide equal distribution, the government is completely revising its processes of eligibility determination of households.

The Ministry of Economy and Finance will be progressively shifting the present hard, and outdated socioeconomic index with a more precise one that will reflect a verified income, reports Morocco World News. The algorithm unfairly excludes low-income families from its calculations, Lekjaa said, adding that it fails to account for a “one-time exceptional purchase” by the family, like purchasing a bicycle or a mobile phone.

The new plan ensures that access to this aid is a fundamental right for qualifying families on the same basis, even if a family member is working or not.

Massive Boosts in Higher Education Spending

National academia and youth development is also a top priority for the state along with welfare reform.

The new budget puts a whopping MAD 106.9 billion solely in the Ministry of National Education’s pocket, as compared to MAD 102.2 billion granted to it for 2026. If all of the academic sectors are combined, the overall education budget is MAD 121.3 billion.

This is a higher education spending that is dedicated to an extensive infrastructure build-out. The Moroccan Ministry of Higher Education’s responsibility is to launch 49 new university institutions in the Kingdom.

On top of that, the Authenticity and Modernity Party (PAM) which is one of the members of the government coalition, openly supported the budget on October 28th. PAM leaders emphasized the need for the state to make use of this funding to ensure quality universal public schooling and counteract the emerging trend of private education.

The government is spending MAD 6 billion on a new youth program that incorporates elements of academic investment, to complement these academic investments, which will run from 2027 to 2031. This program is designed to directly connect the vocational training, entrepreneurship and economic self-employment of Moroccan graduates.
