Somalia federal budget

On Tuesday, 27 October 2026, the Federal Government of Somalia took a significant stride towards fiscal stability. Somalia federal budget, During a special session in Mogadishu chaired by Deputy Prime Minister Salah Ahmed Jama, the Somali Cabinet officially approved the draft Somalia 2027 federal budget.

The $1.26 billion national budget for the entire country is significant as a shrinking from the previous year’s budget. Official numbers show the $1,259,238,253 bill is $127.6 million less, a 9.2 per cent reduction, than the bill passed for 2026.

State financial planners are particularly focused on extracting revenues from domestic sources vigorously, despite a general decline in absolute spending. Government internal revenue is seen at $404 million, with the intention of gradually decreasing the amount it has historically received from foreign grants.

Prioritizing Security and Institutional Reforms

The Ministry of Finance states that to attain true economic sovereignty, it was important to improve the local tax base and to tame customs authorities and to make them digital. Improving local revenue generation to maintain macroeconomic stability has been one of the International Monetary Fund (IMF) constant recommendations to Somali authorities since the country recently secured debt relief.

In addition to fiscal policy, the Cabinet meeting on Tuesday discussed some very important national security and administrative developments. Ministers were given a detailed briefing by the Ministry of Internal Security, the Somali Prime Minister’s Office confirmed.

The security review noted the advancement of the current military campaign against al-Shabab militants and detailed the immediate actions taken to stabilise areas where al-Shabab is still operating.

The Somali Cabinet also formally welcomed the end of the United Nations (U.N.) political mission in Somalia. The government attributed the decades-long support provided by the United Nations to the state-building and recovery process in the country to state officials who gave a high praise to the UN, reports Hiiraan Online.

Further, the council approved the appointment of Shukri Hassan Osman as the new Director of the Civil Service and Retirement Authority.

Next Steps for the Somalia Federal Budget 2027

The draft budget now goes straight to the federal parliament for their consideration and approval.

As the bill moves into the lawmakers’ hands, Somali Public Agenda policy analysts point out, Parliament will have to decide whether the reduced funding will cover the costs of continuing security operations and necessary public services.

So it can be said that for the implementation of the Somalia federal budget of 2027 to be a success, it is important that fiscal discipline is implemented. With the public revenue projections for the 2027 fiscal budget amounting to around $404 million, the $1.26 billion budget will be a further step in achieving financial independence.
