Syria Budget Hotels Upgrade Programme to Boost Tourism Quality in 2026

Syria has embarked on a significant government-supported project to enhance tourism facilities in the country by prioritizing on low cost accommodation. Through the new Syria budget hotels upgrade programme, the Ministry of Tourism will upgrade one and two star hotels that accommodate the greatest number of local and regional travellers. This relocation is included in the National Tourism Strategy 20262030 and it is aimed to improve the quality of services, revive visitor confidence, and sustain tourism recovery.
The Syria budget hotels upgrade programme, through a focus on hygiene, safety and service standards, will result in rapid, observable growth across the hotel industry as well as helping owners of hotels by forming alliances with them as opposed to regulation.

The Syria budget hotels upgrade programme deals with incremental, realistic upgrades according to category and guest profile of the company in individual hotels. Evaluations would start in October 2026 and will encompass the cleanliness, managerial practices, and safety standards according to the international standards. The Syria budget hotels upgrade programme also provides opportunity of concessional funding by national banking partners, whereby the properties can overcome the financial challenge and proceed with the upgrades effectively.
