As part of this push, the country has rolled out a new open-source forecasting website and is finalising a National Framework for Climate Services running through 2030.

Community-Level Preparedness

Beyond national forecasting upgrades, Djibouti has focused heavily on preparing communities directly in harm’s way. Working with the WMO, the Djibouti Red Crescent Society has helped establish community-based early warning systems in flood-prone urban and rural areas, using participatory hazard mapping and first-aid training for local volunteers and emergency responders. The country also held its first national workshop on inclusive alerting, aimed at ensuring warnings reach women, people with disabilities, and other vulnerable groups who are often the last to receive critical information.

Listening To Local Needs

A key part of the strategy has involved understanding how ordinary citizens actually receive information. Through hundreds of household surveys conducted with the UN’s Food and Agriculture Organisation, officials identified the most effective communication channels for delivering real-time weather alerts to residents of Djibouti City as well as the more remote Dikhil and Tadjoura regions, helping bridge the gap between climate scientists and the people who need their warnings most.

International Backing And Long-Term Stakes

The effort has drawn significant international financing. The Global Environment Facility has approved millions of dollars to strengthen climate resilience and food security in Djibouti’s rural communities, including funding for sub-national early warning systems targeting floods and droughts. According to the World Bank, the stakes could not be higher: without sustained investment in adaptation, Djibouti could face annual climate-related economic losses equivalent to 6 per cent of its GDP by 2050, driven largely by threats to its coastal economy and vital port infrastructure.

A Model For Small, Vulnerable States

Taken together, these overlapping initiatives reflect a broader philosophy now known as the Early Warnings for All movement, a UN-backed push to ensure every person on Earth is covered by a functioning alert system by the end of the decade. For a country like Djibouti, small in size and emissions but large in exposure, building this kind of layered, people-centred warning network may prove to be one of the most cost-effective climate investments available, offering a blueprint other vulnerable nations may soon look to follow.
