Morocco’s New Coalition Must Be Judged on Jobs, Public Services and Economic Delivery
Fatima Ezzahra El Mansouri’s official winning of a huge four-party parliamentary victory was confirmed on Monday. Morocco new coalition, In this historic 207-seat coalition, the new government will have to work hard if it is to endure, because it will be judged on its ability to create jobs and to bring economic stability to the nation.
Fatima Ezzahra El Mansouri officially announced a groundbreaking governing pact on Monday, October 12, 2026, in Rabat. She formed a parliamentary majority, after robust talks, with her Authenticity and Modernity Party (PAM).
It brings together PAM in alliance with the nationalists Istiqlal Party, the Socialist Union of Popular Forces (USFP) and the Party of Progress and Socialism (PPS). Notably, the National Rally of Independents (RNI), who came in second place in the September elections, will not be part of this new Government.
Although Mansouri’s swearing-in ceremony as the country’s first female Head of Government is a milestone, the political summer is over. Finally, the new coalition in Morocco is not going to be assessed by what it has done historically, but based on what it has done to provide public services and deliver on the economy.
The Urgent Mandate for Morocco Government Jobs
Youth unemployment is the defining issue for this new 395-member Parliament. This month’s polling results were a testament to the frustration of young people, who are feeling the impact of low wages, high inflation and lack of prospects for a better life.
The new government headed by Mansouri needs to focus on speedy labour reforms. Just having traditional government jobs in Morocco is no longer a sound macro-economic policy. Rather, the four-party coalition should actively encourage private sector investment such a way that the thousands of young people entering into the workforce each year find jobs.
The coalition is under great pressure to respond to the problems of youth that sparked the protests of last year’s Gen Z and the dire migration situation in Ceuta in July, as reported on The Arab Weekly. The new coalition faces a challenge if it does not bring an immediate relief to the economy, otherwise it could provoke a new widespread public unrest.
The True Test: Public Services and Economic Delivery – morocco new coalition
State infrastructure plays a crucial role in the daily life of the Moroccan working class, beyond the realm of employment. Rural healthcare and public education are the country’s biggest inequality, as per analyses released by the Moroccan Institute for Policy Analysis (MIPA).
For Mansouri’s cabinet to win its mandate it will have to make significant investments in the “social state”. This calls for the full implementation of the rollout of universal healthcare, and the systematic improvement of public education in underfunded public schools in the marginalized provinces.
A first challenge will be the passage of the 2027 Finance Bill. The deadline for the budget on October 20 is fast approaching, and the four parties must now immediately prioritise their money if the ink on their coalition agreement has not yet dried off, according to Hespress English.
In addition, the new government will be in charge of the last campaign to prepare for the 2030 World Cup, which will cost $20 billion. Massive infrastructure investments will increase GDP numbers and these mega-projects have to have a direct impact on the everyday people’s benefit.
Fatima Ezzahra El Mansouri must assert strong control over the differences among her various partners if she will be able to succeed. If there is any kind of open budget battle in the legislature, it will stall the legislative process.

Voters didn’t elect candidates to further delay the political debate and extend the gridlock; they elected the candidates that would take action. Morocco’s new government must ensure fair provision of public services and economic delivery, or it will soon lose the mandate it has hard fought to achieve. The time of exacting returns on the economy has arrived.
