Syrian regime has formall y launched a sweeping reform of the country’s trade sector. On Sunday, Nov. 1, 2026, Damascus company registration digitization, Damascus launches a 6-month project to digitize company registrations nationwide.
The digital transition is comprehensive with the goal of replacing old paper-based processes with a very secure and centralized data center. The unified system, according to the official project guidelines, will be able to integrate Syria’s 14 governorates and facilitate the entire process of establishing a business.
The project was officially established after the signing of a memorandum of understanding and an implementation contract in the capital. Syrian Ministry of Industry and Internal Trade is leading the effort; Creative Associates International and the Syrian affiliate of Code Creative are working on the technical implementation.
Modernizing Syria Digital Commercial Records – Damascus company registration digitization
The project is part of one of the most ambitious administrative reforms in recent Syrian history, a project that will span six months. Mohammad Hmeish, the executive director of Code Creative’s Syrian arm, said that the project aims to specifically archive more than five million commercial documents.
Plus, the digital transition will send about 500,000 property records into safety. The government is targeting an estimated 500,000 investors and registered companies across Syria by establishing these reliable Syria digital commercial records, which will directly benefit them.
The Syrian Ministry of Communications has been entrusted with full supervision so that the system is sustainable. That means the setting of stringent technical requirements, the merging of databases between government bodies and the adoption of the utmost level of cybersecurity to ensure that no data can be forgery or lost.
Ending Administrative Uncertainty to Boost Investment
For years, the economy has been stunted by the serious effect of a number of bureaucratic hurdles and administrative insecurity. According to state-run Syrian Arab News Agency (SANA), this new digital ecosystem is etched with the sole aim to ease investor procedures and enhance the overall business environment.
New registration figures highlight the pressing need for a more rapid system. About 5,500 new businesses were formed and 11,000 businesses renewed their registration in 2025. The sharp increase in pace during the first half of 2026 saw the establishment of more than 3,000 new businesses and over 10,000 renewals.
It has become impossible to deal with the growing amount of paperwork on a manual basis. The Syrian Ministry of Internal Trade plans to significantly shorten the time and effort needed to legally run businesses with the use of this digital registry.
The regional economic monitors in Enab Baladi said that the mechanisms to clarify property ownership and expedite the process of realization are prerequisites to any economic recovery. The State planners believe that proper and efficient registering system will be able to effectively attract expatriate capital and spur fresh foreign investments in Syria.
In the end, the government indicates a clear move to modern government, with Damascus launches a 6-month project to digitize company registrations nationwide. If implemented successfully by May 2027, this national database would become the secure base for commercial redevelopment in the country for long term.
