In a major change of direction, Hamas has appointed Yahya Sinwar, its Gaza-based commander and one of the designers of the October 7 terror attack on Israel, to head its political bureau. This appointment comes after the former head, Ismail Haniyeh, was assassinated just last week. 

Though experts believe Sinwar was most likely one of several important players engaged, Israel has openly accused him of being the “mastermind” of the October 7 attack. His classification has rendered him a main target for Israel’s continuous military strikes in Gaza. Reportedly hidden in the vast tunnel system under Gaza, Sinwar has been elusive, often moving and maybe employing prisoners as human protection. He has not been in public since the attack.

Power Consolidation

With Sinwar’s appointment, Hamas’s leadership structure under one of its most potent and austere leaders is consolidated. This action is supposed to complicate peace talks even more, already unstable by Haniyeh’s murder. Referring to Sinwar as the heir apparent to the “martyred leader Ismail Haniyeh,” Hamas said in a statement his new post.

With worries that the battle would spread into a more general, multi-front war involving Hamas and its backers, the killing of Haniyeh in Tehran last week has heightened tensions. Israel has not admitted its role even although both the Iranian government and Hamas attribute the murder to Israel.

Israel’s Reaction

Israel Defense Forces (IDF) spokesman Daniel Hagari responded to Sinwar’s appointment by telling Al Arabiya Israel is resolved to target Sinwar. “There’s just one site we are designating for Yahya Sinwar,” Hagari said, “right next to Mohammed Deif and all the other terrorists responsible for October 7 [attacks].

Though Hamas has neither verified nor refuted this allegation, Israel has before claimed that Mohammed Deif, the military chief of Hamas, was killed in a southern Gaza raid. 

Reaction of Allies

Principal supporters of Hamas, notably Palestinian Islamic Jihad and Hezbollah, have voiced approval of Sinwar’s new position. The Iranian-backed Lebanese terrorist group Hezbollah said that Sinwar’s choice shows that the goals of the targeted assassinations of the enemy have not been fulfilled.

Effects for Hostage Negotiations and Ceasefire

Sinwar’s appointment begs serious questions about continuing discussions for a truce with Israel and hostages issues. Member of the political bureau of Hamas Basem Naim told CNN that Sinwar’s choice shows a change in Hamas’ approach. Naim said that Hamas chose leaders equipped to persuade Israel to accept concessions because of Israel’s decision to kill negotiators.

Spending years in Israeli prisons with Sinwar, Esmat Mansour stressed that Sinwar’s strict posture could impede next negotiations. He pointed out that Sinwar’s control over political as well as military decisions centers power, thereby perhaps making diplomatic initiatives more difficult. Mansour also underlined Sinwar’s close links to Iran, implying that this relationship would lessen the power of other mediators including Turkey and Qatar during the negotiations.
