Iraq Central Bank Relaxes Overseas Bank Card Limitations in Major Financial Policy Shift

Iraq Overseas Bank Card Limitations

Official overhaul of the electronic payment rules for Iraqi citizens traveling abroad by the Central Bank of Iraq (CBI). Iraq Overseas Bank Card Limitations, The fast-track decision also increases the amount that can be spent overseas by an Iraqi traveler or medical tourist from $333 to $3,333 per day, giving them more flexibility.

This week, the financial situation of Iraqi citizens in the foreign countries is drastically changed. In a game changing announcement, the Iraq Central Bank (ICB) has issued a strong decision to lift restrictions on bank cards from foreign banks and instantly doubled the buying power of its citizens.

The central authority has officially allowed the daily spending limit for CBI electronic payment cards to be equal to their maximum monthly spending limit, according to an official circular obtained by the Iraqi News Agency (INA).

That’s now changed, as Iraqi cardholders can now make spending up to 5 million Iraqi dinars (around $3,333) a day possible at international points of sale. The new daily limit, introduced under this emergency reform, is immediately replacing the previous one, which was very restrictive and limited to 500,000 dinars ($333.30).

New Rules for Point-of-Sale Transactions Outside Iraq

This tremendous increase in the amount of daily purchasing power is a privilege with certain conditions. The CBI clarified that the daily limit is only for physical transactions made at the point-of-sale transactions outside Iraq.

In order to qualify for the new $3,333 limit, the transaction must involve the actual physical appearance of the card with the foreign merchant (i.e., the merchant who is accepting the card for the transaction) (a “Card Present” transaction). In addition, the regulation clearly stipulates that the total amount spent over the last 30 days, i.e., each month, shall not exceed the overall spending limit of 5MM dinars per card.

The Central Bank of Iraq (CBI) restructures the daily cap thus offering relief of a logistical nature to citizens. Up to now, those who would have to pay large, single-unit bills (such as medicine in an emergency, university tuition payments or hotel bills for one day’s stay) had been severely hampered in their ability to do so due to the automatic rejection of their cards once the $333 daily limit was reached.

Maintaining the Official Exchange Rate – Iraq Overseas Bank Card Limitations

Importantly, these overseas transactions will continue to be processed at the official exchange rate, thus confirming the continuity of transactions. This is a precautionary measure to secure citizens’ safety from volatile currency during their travels.

The financial regulators responded with strong denials to rumors about the bank’s parallel market rates and/or punishment for previous transactions as reported by Al Hadath. The CBI assures smooth functioning of all foreign card transactions based on the approved rate, as per the law to meet citizens’ financial need while facing foreign countries.

In addition, this policy helps to promote Baghdad’s overall economic digitalization process. The Iraqi Ministry of Finance is hoping to reduce the likelihood of the Iraqi public physically smuggling hard currency across the borders, making it much easier to use cards in Iraq internationally.

Finally, the easing of the restrictions on bank cards from abroad by the Iraq Central Bank relaxes overseas bank card limitations and builds trust in the management of Baghdad’s foreign reserves. The CBI is now taking one of the biggest financial obstacles out of the way for everyday Iraqi travellers by putting the daily upper limit on the credit card into practice as per consumer demand.
