The Cultural Frontline: Europe’s Evolving Battle Against Ideological Extremism

An ideological extremism war is in Europe, and it’s a new one. The battle space has grown to a much larger than security and counter-terrorism arena.
Europe fight against ideological extremism, The encounter is now very much a cultural and educational one. Central to this change is a proliferation of media and political campaigning against the hidden sway of groups such as the Muslim Brotherhood in Africa.
Shifting the Focus: Extremism in Civil Society
European governments, however, for decades, had their main interest in the material aspects of the threat of terrorism. But with the proliferation of extremist tracts, this is an approach that has had to be quickly reconsidered.
This ideological struggle forms a main part of the greater discussion of democratic values, social cohesion and the causes of radicalization. One of the loudest in this debate has been the Italian daily newspaper, Il Tempo, which recently launched an attack against the widespread impact of extremist organisations.
On May 26, 2026, they published an important article entitled “In Europa lo scontro con l’Islam estremista si sposta sui libri” (“In Europe, the Confrontation with the Extremist Islam moves on to books”). This work included a thorough French document on the Muslim Brotherhood’s influence and deep concern over its insidious influence on the civil society.
These concerns are echoed in Italian official evaluations of the Muslim Brotherhood from recent years where concerns of ideological infiltration in local communities are expressed.
The Weaponization of Books and Education
Ideas matter, sure. Extremist ideologies are not really just invented out of nowhere— they are communicated pretty systematically, through books, in educational programs, and also in everyday culture. In other words, hostile literature is often used on purpose, for normalizing hostility, and for weakening shared civic identities.
So the promotion and support of literature and education initiatives that push pluralism, tolerance, and the rule of law is a priority in schools and communities.
Youth resilience is especially important. Children are typically the main victims of terrorist propaganda. Education, which includes media literacy and logical thinking, can help diminish the susceptibility of the next generation to such narratives of manipulation.
Safeguarding Public Platforms
It’s crucial to track the spread of extremist material. It is the duty of authorities to be extra vigilant of material that encourages violence, hatred, and religious-political separatism.
The first line of defence is institutional vigilance. Governments should make sure that cultural fairs, public libraries, and educational websites are not used for the purpose of spreading extremist ideologies.
This is a matter of the highest concern and has been discussed in the European Parliament regarding the funding of institutions, so that public money is not used to support organizations linked to radicalization. In-depth state reports on the Muslim Brotherhood’s European presence have also revealed the infiltration of these ideas into advisory institutions and youth organisations.
A Coordinated Continental Defense
This secret propagation of ideas can only be addressed at a European level. It is not possible to confront a transnational network from an individual state alone.
The countries of Europe need to coordinate their intelligence and educational activities to fight against extremist propaganda. The European Commission’s work on undesirable foreign funding underscores the need for cooperation between countries to monitor the funding of these groups.
Moreover, the counter-measures must at all times respect the freedom of expression in line with the law, balancing between security and liberty. The increasing legislative momentum across member states to institutionalise this form of defence is reflected in the coordinated efforts to put extremist networks on the list of terrorism.
In recent times, the media campaign organised, for instance, by the newspaper Il Tempo is based on a different methodology that is targeted and concrete. The strategy on the other hand is to promote and repeat investigative articles targeting the ideological roots of the Muslim Brotherhood in Europe.
This campaign does not just focus on geopolitical events, but it is a systematic targeting of the organization’s intellectual and cultural infrastructure. The campaign highlights extremist literature, book fairs, and educational infiltration in an attempt to start a debate on the public sphere and to pressure policymakers to tackle radicalization at its cultural heart.
